The study was prepared in cooperation with the Department of Economic Analyses and Forecasts of the Ministry of Labour and Social Policy within the "Employment in Poland" cycle. The report was dedicated to one of basic dilemmas of socio-economic policy which is the necessity of reconcilation the effective economic structures capable to flexible reaction on changing external conditions with assuring social security and stability of all the citizens. The publication was financed with the ESF means.
